SAFETY IS FIRST, LAST, AND ALWAYS. 2. The members of SATPA will enforce the rules for safety, fairness, and the best interest of SATPA 3. The hook person, scale operator, sled operator, and /or flagman’s decision will be final. The tractor or truck operator must stop when flagged. If you are looking the other way and are not watching the flagman and you do not stop when flagged, you may be disqualified. It is your responsibility to watch the flagman. If you continue to let your tractor/truck dig holes in the track you may be disqualified. 4. NO ALCOHOL/DRUGS ARE ALLOWED…NO QUESTIONS…NO EXCUSES! 5. Un-sportsman-like type (arguing, fighting, etc) conduct will not be permitted…on or off the track. You will be subject to disqualification. This includes members of your team/group. 6. No reckless driving of tractor or truck will be allowed…on or off the track. You will be disqualified. All vehicles are required to travel no faster than a brisk walk. Should you need to test your vehicle, an area will be designated as a vehicle only area and pedestrians will be prohibited. 7. All tractors and trucks must be attended to at all times. They will not be left running without someone responsible within 20 feet without obstruction (fences, other vehicles etc). 8. No riders will be allowed except when approved by the rules committee at the pull. In the case of a young rider parental approval is also required. 9. Operators must remain in the seat during the pull, NO BOUNCING. You are considered to be bouncing when you are not in contact with the seat. You may not slide back out of the seat. You will be disqualified. 10. Only operators are allowed on vehicles during the pull, except when approved by the rules committee and/or parents. Drivers just beginning may have an escort on the track, walking beside the tractor for safety and instruction. New drivers be limited to stock 3mph classes and a 6 pull limit be set. If the driver is not competent he/she will be reviewed. A puller should not need escort for an entire year. New drivers should not be allowed to pull in super classes until approved by rules committee. There are to be NO guides giving direction to any puller either on the track or at the end of the track. There may be occasion where a demonstration pull will allow for a rider approved by the rules committee and/or parent. 11. Drivers under 18 years of age will be permitted to pull after taking the drivers test (backing into the sled, making vehicle safe for hooking, neutral gear and hands raised, driving to and across the scale properly, showing ability to drive vehicle responsibly). Release form must be signed by parent/guardian, notarized or signed by two witnesses (not related to driver) and completing an entry form to be attached to release. Minimum age will be ten (10) years old or turning ten during the pulling season. 12. The vehicle must be in the loose chain position with vehicle in neutral and hands off the controls before hooking/unhooking. 13. Excessive raising of the front tires will not be permitted. Excessive is more than 12” between tire and ground. Decision of the sled operator/flagman is final. Vehicles equipped with proper wheelie bars are exempt from this rule. 14. All vehicles will have working brakes. 15. Any vehicle not traveling fifty (50) feet may elect to start over or drop to last in the class and pull again. If no election is made the pull stands at the stopping point. 16. If, in the opinion of the sled operator, the vehicle pulls the sled too easily, the sled will be reset and the vehicle may pull again or drop to last in the class to re-pull. 17. When a vehicle pulls the sled the entire designated distance, it will be known as a full pull. When two or more vehicles complete a full pull a “pull-off” will be held with the vehicles lined up in the original order. 18. Sideline markers will be used to provide a visual marker for distance. A marker will be placed at the longest pull in the class. These are approximate markers. The distance counter onboard the sled will be the official distance used to determine the distance pulled. Flagman will be responsible for placing marker. 19. White lines will be placed to mark the out of bounds line. A vehicle is considered out of bounds when any tire touches the white line. The flagman will not warn the operator of proximity to the line. The flagman will be responsible for determining if tractor/truck is out of bounds, with SATPA officials assisting when necessary. 20. A three (3)-person committee will be appointed at the beginning of the year to serve as the “Rules Committee”. One person will rotate off each year with a replacement elected from the group. Dispute committee will consist of Larry McConnell, Lee Bolton, Tommy Erieau with Darin Stack and Eddie Horne as alternates. If one of these people is unable to be at the pull then a person will be announced at the puller’s meeting to fill in for that day. 21. A sled operator will ride the sled at all times. 22. All stock tractors will retain a stock appearance as approved by the dispute committee. 23. Side curtain are not allowed unless OEM for that model tractor. Side curtains will be removed for inspection when directed by SATPA official. 24. All vehicles are subject to routine and random inspection by SATPA officials. Any vehicle found to not meet safety or rules requirements would not be allowed to pull in competition until repaired or brought into spec. 25. All stock and/or super class tractors will have OEM or factory replacement engines or documentation for after market replacement engines. Must be of same series. 26. All vehicles must cross scales after their pull in order for the pull to be complete, if found over weight or out of spec the vehicle will be disqualified. If a vehicle breaks or cannot cross the scale under its own power, the scrape tractor will assist it in crossing the scale, if refused by operator the vehicle will be disqualified. 27. Vehicles may not change gears, clutch or jerk the sled after starting their pull. Exception is TA in super classes. 28. Drivers must keep one hand on steering wheel at all times during the pull. This means fingers wrapped around the wheel to prevent falling in the event of seat failure. 29. See additional class rules for rules pertaining to a particular class. 30. Once a pull has started the vehicle shall not attempt to shift gears, clutch the vehicle or jerk the sled in any unnecessary way. The sled operator may determine this. 31. TA’s – Power Shifts and so on are covered in the Class rules. 32. All pullers are encouraged to register at least 15 minutes prior to the drivers meeting, if pull begins at 1:00p.m., register by 12:45p.m.. The first puller to register in a class will be the last to pull in that class. You may call SATPA to preregister if you are going to be late arriving. If you call to preregister on Friday you will be listed as one of the first to pull in your class. If you call to preregister on Friday you will be charged the hook fee regardless of your attendance. 33. A random selection of three (3) classes will be chosen to check RPM with a 4th class held in reserve. All vehicles in the class will be checked. A member of the rules committee will throttle the vehicle. A forth class may be checked as time permits. Failure to allow check or RPM in excess of rules will result in DQ a. Stock = OEM Stock +10% b. Super = 2500 + 10 RPM c. Hot Farm = 3000 + - None d. Outlaw = 3000 +- None 34. Speed limits are discussed in class rules, If the vehicle exceeds the posted limit a horn will sound from the sled. If the vehicle does not attempt to slow, travels an excessive distance, or blows the horn a second time, it will be Dq'd. Puller must stop horn from blowing within 25 feet.. If puller does not stop horn within required distance—it will be a DQ. 35. Kill switches are discussed in Class rules. If required they will be tested for proper operation. 36. Draw bar construction and adjustability are discussed in Class rules. Draw bars will be inspected during weigh in at the scales, as well as by the hook person for safety issues. 37. Rule violation and consequence a. 1st offense – DQ with no points, vehicle will be inspected for violation at next two weekly scheduled pulls. b. 2nd offense – Put on probation, NO points c. 3rd offense – barred from pulling for the remainder of the season with no points. 38. Operators must pull there tractor/truck at least ½ plus 3 pulls in a particular class during the season in order to receive end of year points award. 39. Protest must be lodged within 5 minutes of the end of a class by a person in that class. You may only protest a person that pulls a greater distance than you. The puller is the only person that can protest, unless the puller is a minor , then the parent or guardian can protest in is/her place. The vehicles will be taken to a spot determined by the dispute committee and only the protester and protested will be allowed in that area, NO FRIENDS/FAMILY. If the protest is found to be a rules infraction, the vehicle will be DQ'd and inspected again at the next scheduled pull. Any interference from family or friends, verbal or otherwise will be a “DISQUALIFICATION”. 40. All hook points must be unobstructed by weights or brackets for ease of hooking/unhooking. 41. The footage counter on the sled is the official distance indicator. The counter is reset to “0” after each pull regardless to where the sled is positioned. 42. If the throttle has a stop within reach of the operator it must have a lock of some sort to prevent adjustment during a pull. If not locked the vehicle will be DQ'd. 43. The only people allowed on the track during a pull are the operator, flagman, and the sled operator. The only exception is when a young/new driver is receiving operational instructions and not for directional instructions and for safety reasons. 44. These rules may be modified to correct safety issues or to better the pull in general. Please contact a member of the Rules Committee for clarification or explanation of these rules. Event promoters are not members of the rules committee. |
SATPA OUTLAW RULES Revised 1/2008 1. SAFETY IS FIRST, LAST AND ALWAYS. 2. Any tractor that cannot fit into another regular class. 3 12 MPH speed limit . 4. Full cut tires allowed. 5. Tire sizes allowed up to 24.5 wide and 38 inch rim diameter. Maximum width of tractor is 96”. ( Measured at axle height ). 6 18 “ Draw bar length. 20” Draw bar height. 7 Wheelie Bars must extend beyond rear tires so that the sled will not hit the tires. 8. Single engine, one turbo, and 3,000 max. RPM. 9. Flywheel shall be encircled by 3/8 x 8” steel or Scatter Blanket on Bell Housing. 10. Tractors will be required to have a working kill switch with a 2” round loop to fasten to the sled. Switches will be checked randomly. 11. It is recommended that all super tractors have a seat back at least 6” high. 12. ALL SATPA general rules will apply. |
